The " Mainframe Dismissal” project, concluded in October 2007, has allowed the City of Turin to completely renovate the existing complex information system composed of 20 specific subsystems. For IT in general and for the City as well, this symbolizes one of the major innovations of the past years: the changeover from mainframe - obsolete and centralized technology - to the “open” environment, that uses integrated applications and that is easier accessible from Internet.

The project ended with the “go live” of the new Demographic Services information system - NAO (Nuova Anagrafe Open). The City of Turin was given an innovative information system that, for solutions and tools available, places the city in the vanguard all over Italy. The new system is flexible and effective, provides the City with up-to-date solutions, features and a higher level of services addressed to citizens; it also helps to go ahead in an innovative perspective.

The project led to the redesign of the overall system: the complex work done in close collaboration with the department of Civic Services of the City Council, which focused a major attention on a city Citizen and on all the data concerning the latest. Thus, the application has been integrated with other information system components such as Tax or Social Welfare subsystems.

NAO has been implemented as a the Web version as well. This version is aimed to query DB and made information available to external users entitled by Law such as public institutions and bodies: local Health Authorities, Police, Chamber of Commerce and Social Security.

Technically speaking, NAO system is composed of:

• front-office system and back-office application addressed to the counter clerks employed at the demographic offices of the City (400 operators and 11 offices);
• a Web application addressed to other employees of the City of Turin and to all other entitled entities (2000 people and 50 institutions);
• a set of application services integrated with other systems that form the Municipal Information System (SIC);
• a set of batch procedures (around 200) for massive processing.

NAO also uses, through system integration, several services provided by other applications of the Municipal Information System, such as:

• identification;
• authentication and profiling;
• human resources management;
• Toponymy;
• Taxes.
